Synopsis
Monster High: Ghouls Rule unearths an old conflict between "Normies" and monsters - and things are about to get scary! For years, students at Monster High were warned that Halloween was a night to stay inside and avoid conflict at all costs. But Frankie and her friends discover that ghouls and "Normies" once loved to spend the holiday together! The ghouls decide to turn back the clock and use the night to celebrate their individuality and show that it's okay to "Be Yourself. Be Unique. Be a Monster!"

The teens at Monster High are definitely an outgoing bunch, but a Halloween legend has kept each of them cowering inside and hiding from the Normies for as many Halloween nights as they can remember. When Frankie stumbles across a hidden Hall of Halloween deep in the school catacombs, she discovers that Halloween was once a holiday in which the Normies gave thanks to the monsters, and her excitement causes her to inadvertently start a monster revolution to take back Halloween. Cleo attempts to step up and lead the monsters in these tough times, mostly in an effort to please her father Ramses, but things go terribly wrong when the monsters crash a Normie Halloween party and Holt ends up getting framed for tagging the Normies' school. In the end, it's up to Frankie to make one last desperate attempt to clear Holt's name and prove that the Normies and monsters are more alike than they are different--no small feat for the new girl in school.
