I think it is meant as critisism of the people who are looking to the sea for beauty when the land is just as beautiful and we don't really see everything the way we are supposed to and we have become apathetic and can't fully appreciate its beauty but that hasn't kept us from staring blankly at the beauty that we can't see. I might be wrong but thats what i think about when i read it.

It is not with open eyes that we can see the deepest or the farthest. So seagulls stare with open eyes?

This poem has many metaphors and can illistrate different images depending on the person
