Don't be fooled by the cheap price. I first bought this at a little country fair in Wells Vermont (it has two roads. Seriously.) for $1, and I was like, what have I got to lose. And I have never been satisfied with any other blue liners since. I have brown eyes, and navy blue liner brings out brown really well (it's what Catherine Zeta Jones uses to make hers really pop).
