My daughter is a size 3T, the waist fits like a 3T, but they are regular long pants. By no means are these capris. My daughter is not tall or fat, she is average size for her age (50th percentile). I think they are made for petite children.
All this said, they are real nice pants. They are rather thick, which is nice for the winter in San Francisco Bay Area, where it does not snow. And they seem to be comfortable.
